Who Voted for France 2023? This is the question that many want answered. The problem is that having this become a reality is complex due to the voting having been done via a secret ballot.
Upon announcing France 2023 as the winner World Rugby confirmed how France had won. The voting was done over two rounds. In the first of these France won 18 votes, Ireland 8 votes and South Africa 13. In the second round the voters gave France a total of 24 votes while South Africa received 15.
L’Equipe has provided a breakdown of the voting. It reports that France’s popular backing from emerging unions and regions in the opening round. Many traditional powers did not vote for France. Canada, Rugby Americas North and the USA voted for Ireland. Argentina, though, is deemed to have joined Australia and New Zealand in voting for South Africa. Sudamérica Rugby voted for France.
In total there were 39 votes cast. The winner needed a total of 20 votes, an outright majority to secure hosting rights. The voting structure is as follows:

Two votes each (14)
Africa – CAR, Rugby America North, Rugby Asia, Rugby Europe, Japan, Rugby Oceania, Sudamérica Rugby
